The IPARRT team is working closely with Mathematica and the University of Wisconsin-Stout Vocational Rehabilitation Institute (SVRI) to provide technical assistance and training expertise for the Disability Innovation Fund-Pathways to Partnerships Project Evaluation. The program is funded FFY2023-2028 by the Rehabilitation Services Administration (RSA), U.S. Department of Education, grant # 84.421E.

This model demonstration project aims to improve the transition of students and youth with disabilities into competitive integrative employment and career paths. Project partners include Mathematica, SVRI/IPARRT, M. Davis and Company, Center for Transition and Career Innovation at the University of Maryland, and TransCen, Inc. Collectively, the evaluation partners provide implementation and evaluative supports to 20 Pathways to Partnership projects to improve the delivery of transition services to children (ages 10-13) and youth (ages 14-24) with disabilities and their families. This is facilitated and enhanced through partnership among state vocational rehabilitation agencies, state education agencies, local education agencies, federally funded centers for independent living, and other organizations. Nine state vocational rehabilitation agencies and eleven state educational agencies serve as project sites across the nation. The evaluation team monitors grantee progress in implementing these programs and providing training and technical assistance to support them.

The program goals and related evaluation measures center on:

  1. Inclusion and use of innovative data and data collection methods;
  2. Analysis of costs, partnerships, and program activities; and
  3. Determining outcomes and potential impacts of the 20 projects.
